Kabesa LAP to be ready by June 2024

Kabesa residents long wait to construct may soon be over as preparations for the new Kabesa Local Area Plan are currently underway and are anticipated to be finished by the end of this fiscal year, which is June 2024.

The concept plan has been extensively discussed within the ministry, among stakeholders, and most recently with the public during the second consultation held on March 15th, 2024.

Once the plan is approved and made available for implementation, the construction moratorium will be lifted.

The Kabesa Structure Plan 2015 received approval from the 15th National Consultative Committee for Human Settlement (NCCHS) on April 13, 2016. Subsequently, in 2017, the Department initiated the development of Local Area Plan 1.

Some Chuzing issues after local consultations delayed things further.

In 2021 and 2023, the formulation of the Thimphu-Paro Regional Strategy and the Thimphu Structure Plan 2023–2024 were initiated, respectively, and the Kabesa area also falls under these plans. These strategic plans were prepared, and as part of the detailed level plan preparation, Kabesa LAP preparation was taken up.
