The Royal Civil Service Commission’s (RCSC) has launched a system where civil servants can submit their performance appraisals online.
Known as the MaX (Managing for Excellence), the online system is expected to ensure discipline in planning, evaluation of performance targets and competency behaviors and increase accountability.
Enhancing service delivery through proper Performance Management System was deemed as one of RCSC’s key reform areas. MaX online system will also ensure alignment of individual’s performance activities to agency’s objectives, hold accountability in contributing and achieving the targets, and differentiate in assessing performance.
The inceptive stage of MaX online system, which will be serviceable from this month till June 2017, will have the option for various agencies to make online submission of Performance Appraisal for the Fiscal Year July 2016- June 2017. From the next fiscal , all civil servants will have to submit their Performance Appraisal through the online system.
The three user dimensions will be for Chief of Division, Employees and Human Resource Officers. Executives will only have viewing rights on performance scores. The Chief of Division shall have the right to view, edit, approve and evaluate employees under his or her division.
The HR Officer will be focal officer in acquainting the new system to their colleagues in their respective organizations. Support staff will not be included for the MaX online system.
