National Assembly to open Fourth Session of the Fourth Parliament on 27th November

The National Assembly of Bhutan has announced that the Fourth Session of the Fourth Parliament will convene from 27th November to 27th December 2025.

The Fourth Session will deliberate on several government bills, including the Financial Services (Amendment) Bill of Bhutan 2025, the Livestock Bill of Bhutan 2025, and the Cooperatives and Farmer Groups Bill of Bhutan 2025.

In addition to domestic legislation, the Parliament will review international conventions and agreements. Among them are the Framework Agreement on the Establishment of the International Big CAT Alliance and an amendment to Bhutan’s reservation on the Convention on the Rights of Persons with Disabilities. Members will also revisit the Free Trade Agreement between Bhutan and Thailand, along with agreements under BIMSTEC, including those related to maritime transport cooperation and mutual legal assistance in criminal matters.

Several committee reports are scheduled for presentation. The Economic and Finance Committee will table its report on Tourism Policy, the Good Governance Committee will present the Annual Report of the Anti-Corruption Commission for 2024–2025, and the Public Accounts Committee will report on the audit of WASH facilities and services in government schools under Thimphu Thromde.

The Assembly will also hear Action Taken Reports on thirteen past resolutions concerning issues such as high-tension transmission lines on private land, courteous communication training for public servants, crime prevention efforts, and the proposal to increase the number of storeys permitted in Dzongkhag Yenlag Throms. Other reports relate to regulatory enforcement on pornographic online content, the reintroduction of the Class X cut-off point, support for residents in border areas, bar licensing and monitoring, mobile and telecommunication issues in the highlands, interest rate setting by commercial banks, cost-sharing mechanisms in the RNR sector and follow-ups on recommendations from the Economic Stimulus Plan.

The joint sitting of Parliament will deliberate on disputed sections of the Alternative Dispute Resolution (Amendment) Bill of Bhutan 2024 and the National Assembly (Amendment) Bill of Bhutan 2024. The joint session will also review the audit report on WASH facilities in Thimphu Thromde schools and discuss the rectification of the draft National Assembly resolution.
