The Royal Bhutan Police (RBP) has initiated a prima facie investigation into a complaint alleging online harassment following allegations that surfaced on social media ‘TikTok’ this week.
Police sources said the complaint was filed by The PEMA Secretariat on 18th August 2026.
A prima facie investigation is a preliminary inquiry conducted by the police to determine whether there is sufficient initial information or evidence to establish that a cognizable offence may have occurred before deciding whether to proceed with a formal criminal investigation.
The allegations came to public attention after a TikTok user publicly shared a three-part document containing screenshots of conversations and statements said to be from alleged minor victims.
The posts have since gone viral on social media.
According to the publicly shared document, the allegations surfaced on 16th August 2026 when the author was contacted by a student which involved claims that an adult man aged 29 initiated online contact with two minors after seeing them at an event and started harassing them.
The document alleges that the adult continued communicating with them after being informed of their ages, commented on their appearance, and repeatedly invited them to meet in person despite their alleged refusals.
Screenshots of messages were shared with the document where words such as “Doesn’t look like a minor to me” and “Mature thom may mo” were used.
It further claims that he encouraged them to leave their homes at night and meet him for rides and alcoholic drinks.
The individual who shared the document also claimed in his report that after the posts were published, additional people contacted him alleging similar experiences.
According to the document, these individuals provided statements and other materials.
The case has generated significant public attention online, with the allegations being widely shared across social media platforms. The Bhutanese is withholding the identity of the individual named in the social media posts because the allegations remain under investigation.
