Samtse is strengthening its position as one of the country’s growing industrial dzongkhags through the development of Dhamdum Industrial Park and Norbugang Industrial Park, each serving different industrial sectors and stages of development.
Dhamdum Industrial Park spans Pockets A and B along the Dhamdum and Bhudini rivers near the Samtse- Sipsu Highway and the India border. The industrial park covers a total area of 349 acres. It has 65 industries, of which 60 are domestic industries and five are foreign direct investment (FDI) industries. A total of 56 industries are engaged in production and manufacturing, while nine are service industries.
The park has 22 operational industries, 13 under construction, 24 yet to begin construction, two operational industries that are currently on hold, and two industries with construction on hold. The industries include 17 agro and food-based industries, 12 under other categories, 10 wood and forest-based industries, nine metal- and chemical-based industries, nine consumer goods and specialty industries, and eight fabrication and engineering industries. The Park also has eight large industries, 32 medium industries, 22 small industries, and three cottage industries. The land lease rate at Dhamdum Industrial Park is Nu 3.20 per sq ft, while the total expenditure on the industrial park stands at Nu 852.32 million (mn).
Norbugang Industrial Park, located along the international boundary and the Samtse-Sipsu Highway, is dedicated to ferro alloy and allied heavy industries. The industrial park covers 183.86 acres and has 10 industries established across the site. Six industries are operational, while four are under construction. The land lease rate is Nu 3.20 per sq ft. Infrastructure development at Norbugang Industrial Park has reached a total expenditure of Nu 871.12 mn. The Environmental Impact Assessment was completed by Progressive Research and Consultancy Services at a cost of Nu 0.85 mn. Roads, drains, cable ducts, street lights, and the water distribution system were completed by Penjor Construction Pvt. Ltd. at a cost of Nu 489.94 mn on 29th March 2026.
Flood protection works were completed by Gyelzhen Construction Pvt. Ltd. for Nu 72.57 mn, while the EMO, barrack, and watch towers were completed by Bumthang Construction at a cost of Nu 13.77 mn. The water supply system, undertaken by Damdhen Construction Pvt. Ltd. at a total cost of Nu 167.70 mn, is under construction and is scheduled for completion on 11th October 2026. The boundary wall was completed by NTT Construction Pvt. Ltd. at a cost of Nu 74.42 mn, while the water treatment plant was completed by Sangsel Eco Trade and Environment Services for Nu 51.87 mn.
An additional Nu 46 mn worth of infrastructure works is in the pipeline. These include a parking facility estimated at Nu 6 mn, which is in the estimation phase, and a landfill project estimated at Nu 40 mn, for which the tender evaluation has been completed.
The Dhamdum Industrial Park, which spans 349 acres across Pockets A, B, and C, has an allocation area of 96.06 acres. Of this, 74.46 acres have been allocated across 68 plots. At the Norbugang Industrial Park, 104.10 acres have been allocated for industrial use. A further 34.77 acres remain vacant, while 44.99 acres have been designated for basic amenities.
