MoESD plans to replace the Moderation Exercise with the  BPST

The Ministry of Education and Skills Development (MoESD) has announced plans to replace the Moderation Exercise, a current performance evaluation method, with the Bhutan Professional Standard for Teachers (BPST) aiming to reduce teacher workload and improve job satisfaction.

Lyonpo Yeezang De Thapa explained that the discussions with the RCSC and school authorities revealed that the Moderation Exercise, rather than the Individual Work Plan (IWP), has been a significant factor contributing to teacher dissatisfaction.

In response, MoESD has proposed replacing the Moderation Exercise with BPST. “We’ve presented this to the RCSC, and if we can implement a national teaching service through BPST, it could take the place of the Moderation Exercise.”

Lyonpo said that BPST can help reduce the workload on teachers.
