192 of 193 key performance indicators achieved during FY 2025–2026
The Ministry of Industry, Commerce and Employment (MoICE) achieved 192 of the 193 Key Performance Indicators (KPIs) implemented during the financial year 2025–2026, recording an overall achievement rate of 99 percent. The KPIs were implemented across six departments, four agencies and six Regional Offices of Industry, Commerce and Employment (RoICEs). According to the ministry’s Annual Report 2025–2026, all 20 KPIs reported by the agencies were achieved, while the six RoICEs achieved all 106 KPIs. The departments achieved 66 of their 67 KPIs. The only KPI that was not achieved was related to intellectual property service revenue.
Among the six departments, the Department of Industry, Department of Trade, Department of Tourism, Department of Employment and Entrepreneurship and Department of Labour achieved 100 percent of their respective targets. The Department of Media, Creative Industry and Intellectual Property recorded an achievement rate of 85.7 percent, with six of its seven KPIs achieved.
The ministry reported an overall budget utilization of 98.67 percent by the RoICEs, followed by agencies at 89.80 percent and departments at 87.98 percent. Among the departments, the Department of Labour recorded the highest budget utilization at 98.72 percent, followed by the Department of Trade at 90.91 percent, Department of Tourism at 90.41 percent, Department of Employment and Entrepreneurship at 84.70 percent, Department of Media, Creative Industry and Intellectual Property at 81.61 percent and Department of Industry at 81.55 percent.
The Department of Industry established 5,285 industries and cottage and small industries against a target of 2,000. It also supported 33 industries for upscaling against a target of 30 and supported 22 cottage and small industries at fairs against a target of 15. Foreign direct investment approvals, excluding hydropower, amounted to Nu 4.23 billion (bn) against a target of Nu 3.5 bn. Two hydropower projects with a total investment of Nu 162.531 bn were also approved. The department also reported 96.3 percent completion of the Norbugang Industrial Park development and expansion.
The Department of Tourism recorded 258,232 tourist arrivals against a target of 223,420 and direct revenue of Nu 4.82 bn against a target of Nu 3.2 bn. Tourism’s share for lesser-visited dzongkhags reached 156 percent against a target of 30 percent. The department reported nine tourism amenities and infrastructure works against a target of five and introduced four regulatory reforms against a target of three. A total of 2,458 employment opportunities were created against a target of 2,000.
The Department of Trade certified 61 Brand Bhutan products against a target of 22 and conducted 29 trade fairs and NTFCs against a target of 16. It also issued 7,354 import licences within the target turnaround time of one to two working days.
The Department of Media, Creative Industry and Intellectual Property generated USD 202,033 in revenue from creative exports against a target of USD 200,000 and USD 519,441 from craft exports against a target of USD 500,000.
The department reported 1,703 people employed in creative industry jobs against a target of 1,600. However, intellectual property service revenue reached Nu 12.8 million (mn) against the target of Nu. 25 mn, making it the only KPI not achieved among the ministry’s 193 KPIs.
