Bhutan tightens hydropower standards

The Chief of the Department of Energy, MoENR, Dawa Choden, stated that Bhutan is adopting a more cautious, technically rigorous and disciplined approach to hydropower development following several setbacks at Puna II.

The cost escalations at Puna II stemmed from unavoidable natural events, including a shear zone at the dam site, the collapse of the Downstream Surge Gallery Crown, the Pelreychhu flood and pandemic disruptions. These experiences now shape a stronger and more conservative project development strategy.

Hydropower development guidelines have been strengthened to ensure feasibility studies reflect actual site conditions rather than optimistic assumptions. Allocations for geological investigations have been increased, and international specialists, including a formal Panel of Experts, are now involved from the outset to conduct thorough due diligence.

The ministry is working more closely with strategic international partners who bring equity, global experience, modern technology and advanced project management systems. Their participation is expected to reinforce technical oversight, operational discipline and construction efficiency.

Independent designers and technical panels are engaged to provide in-situ engineering support, optimise designs and maintain strict cost and quality control across all stages of construction.
