His Majesty The Fourth Druk Gyalpo: Architect of Bhutan’s modern diplomacy

His Majesty Jigme Singye Wangchuck, the Fourth Druk Gyalpo, who reigned from 24th July 1972, to 9th December 2006, reshaped Bhutan’s place in the world.

Under His Majesty’s farsighted leadership, Bhutan gradually expanded its diplomatic horizons while remaining deeply rooted in its cultural and spiritual values.

His Majesty strengthened Bhutan’s ties with its main neighbor India but also expanded ties to several other important partners. His Majesty also enhanced Bhutan’s international image through GNH, preservation of the environment, welfare of the people and introduction of democracy.

The Fourth Druk Gyalpo’s foreign policy emphasized friendship, mutual respect, and non-alignment principles that ensured Bhutan’s growing international presence did not compromise its independence or identity.

During His Majesty’s reign, Bhutan’s diplomatic relations flourished. From 1973 to 2003, Bhutan established formal ties with 22 countries across Asia, Europe, and beyond, each relationship carefully nurtured to diversify development partnerships and affirm Bhutan’s sovereignty.

In 1982, Bhutan also joined the World Bank and the International Monetary Fund (IMF), further broadening its access to global development support.

His Majesty personally represented Bhutan in numerous global forums, asserting the voice of a small but confident Kingdom on the world stage.

He attended the Non-Aligned Movement Summits in Colombo (1976), Havana (1979), Harare (1986), and Belgrade (1989), and led Bhutan’s participation in several SAARC Summits between 1983 and 1995 underscoring Bhutan’s growing role in regional cooperation and peace.

Under His Majesty’s guidance, Bhutan also deepened its engagement with the United Nations, becoming a development partner of the UNDP in the late 1970s. The UNDP Resident Office was formally established in Thimphu in 1979, symbolizing Bhutan’s new phase of collaboration with global institutions.

The 1980s and 1990s were decades of vibrant diplomacy for Bhutan.

His Majesty’s vision emphasized a two-fold approach to deepen Bhutan’s enduring friendship with India while cultivating bonds of goodwill with other nations and international organizations.

The Fourth Druk Gyalpo also encouraged Bhutan’s participation in the UN system, which led to partnerships with 12 UN agencies by the late 1980s. This engagement diversified sources of development aid and brought new expertise in areas like health, education, and infrastructure helping Bhutan modernize without losing its cultural essence.

Today, Bhutan enjoys diplomatic relations with 54 countries and the European Union, a legacy rooted in His Majesty’s leadership.

Bhutan now hosts three resident embassies, India, Bangladesh, and Kuwait and several development and volunteer organizations such as JICA, KOICA, Helvetas, SNV, the Bhutan Canada Foundation, and the Bhutan Foundation.

These connections trace back to the seeds sown during His Majesty’s reign, a time when Bhutan’s diplomacy evolved out of wisdom and foresight.

In December 2005, His Majesty announced his intention to abdicate in favor of His Majesty The Fifth Druk Gyalpo to ensure a smooth transition to constitutional democracy. When he formally abdicated on 9th December 2006, Bhutan stood as a respected member of the international community, a sovereign nation admired for its balance of tradition, modernity, and humanity.

As Bhutan celebrates the 70th Birth Anniversary of His Majesty The Fourth Druk Gyalpo on 11th November 2025, the nation reflects on a legacy of peace, progress, and diplomatic grace.
