Government pursues Transformational Governance through Diamond Strategy

More than 700 civil servants have undergone specialized training under the Enlightened Entrepreneurial Bureaucracy Program

The government and the Royal Civil Service Commission (RCSC) are jointly developing and implementing the national Diamond Strategy to transform Bhutan’s civil service, with over 700 officials already trained under the Enlightened Entrepreneurial Bureaucracy (EEB) Program.

Presenting the Third Annual Report on the State of the Nation (SOTN) to the Joint Sitting of Parliament on 16th June 2026, Prime Minister Dasho Tshering Tobgay highlighted that governance reforms are being advanced in line with His Majesty’s Royal Kasho on civil service reform, with structural changes already underway across key institutions.

The SOTN report was delivered under Article 10, Section 10 of the Constitution before the Joint Sitting of Parliament of Bhutan.

The report stated that Bhutan continues to perform strongly in international governance and peace indicators, ranking 18th out of 182 countries, and first in South Asia in the Global Corruption Perception Index, and 21st out of 163 countries and first in South Asia in the Global Peace Index.

The Gross National Happiness (GNH) Index has also shown steady improvement, rising from 0.743 in 2010 to 0.781 in 2022.

According to the report, Bhutan’s civil service, comprising over 30,000 officials, remains central to the delivery of public services and national development outcomes.

Digital transformation is also being accelerated through systems such as the Border Management System, the e-Customs Management System, and the Construction Approval System, all aimed at reducing inefficiencies and improving transparency in service delivery.

The Annual Performance Agreement mechanism, previously used to enhance accountability and results orientation in the civil service, will be reintroduced this year as part of broader reform measures.

On the institutional support side, the government has provided approximately Nu 227 million (mn) to 16 civil society organizations over the past two years, recognizing their role in delivering essential community services.

For the current fiscal framework under Transformational Governance, Nu 622.060 mn has been allocated for the design and construction of the Government Office Complex, while Nu 9.899 mn has been approved for a new electronic Government Procurement System.

Additionally, Nu 170 mn has been earmarked as Local Government Mobility Support to enable efficient functioning of Local Governments.

The GNH Index survey will be conducted, providing the most comprehensive assessment of national wellbeing since 2022 and informing policy priorities for the remaining years of the 13th Five-Year Plan.
