The Royal Civil Service Commission (RCSC) has decided to modify the Bhutan Civil Service Examination (BCSE) for Clinical Nurses (B.Sc. Nursing) in line with section 5.3.1.6 of the Bhutan Civil Service Rules 2023 during its 7th Commission Meeting on 3 July 2024.
The components of the Preliminary Examination (PE) have been incorporated into Paper II of the Main Exams. Specifically, Paper II for Clinical Nurses will comprise a written examination covering General Subject Knowledge (50 marks), Problem Solving (24 marks), and Data Interpretation (25 marks).
“This decision is taken in interest to create opportunities for the B.Sc. Nursing graduates to serve and improve the quality of our health care in the face of increasing attrition among nurses recently,” RCSC stated on its website.
RCSC announced that the 2024 PE will be held on 3 August.
Candidates will advance to the next stage of selection based on their qualifications and performance in BCSE for the respective categories. RCSC likely determined the numbers based on workforce needs, availability of positions, and the qualifications of applicants in each field.
Based on the BCSE 2024 Vacancy Announcement, RCSC has delineated the shortlisting numbers for various categories.
123 candidates will be shortlisted for Administration, Finance, and Technical Services. Additionally, 280 candidates will be selected from those with a Post Graduate Diploma in Education (PGDE), while 410 candidates from those holding a B.Ed in Secondary Education will also be shortlisted. Furthermore, 493 candidates are slated to be shortlisted for Technical Services positions.
These numbers reflect a structured approach to recruitment, aiming to match candidates’ qualifications with the specific requirements of each role within the administration, education, and technical sectors.
However, compared to the 2023 BCSE Vacancy Announcement, this year there is an increase in the number of vacancies.
Last year, RCSC announced a total of 110 vacancies for Administration, Finance, and Technical Services which is an increase of 13 slots.
245 vacancies for Post Graduate Diploma in Education (PGDE) are also called for, marking an increase of 35 vacancies from the previous announcement.
In the category of Technical Services, RCSC specified 341 vacancies, which represented an increase of 69 vacancies compared to the prior year.
These figures highlight changes in the RCSC’s recruitment strategy, reflecting adjustments in the allocation of vacancies across different sectors based on the urgent needs and priorities within the civil service.
